La Joint Task Force pour l’assistance électorale

En 2006, la Commission Européenne (CE) et UNDP signèrent les Directives d’assistance électorale pour renforcer et officialiser leur partenariat dans le domaine de l’assistance électorale.

Les Guidelines ont été mises à jour en 2008 puis ont été en 2016 officiellement signées conjointement par l’Administratrice du PNUD Helen Clark et le Commissaire européen à la Coopération internationale et au Développement Neven Mimica (voir ici la vidéo de la signature).

Les Guidelines définissent et fixent le cadre de coopération entre les deux organisations sur des questions clés telles que la formulation de projet, le recrutement, la visibilité, l’assistance technique et opérationnelle apportée aux projets en cours.

Les Guidelines établissent également la Joint Task Force sur l’assistance électorale (JTF), un mécanisme de coordination basé à Bruxelles, chargé de favoriser l’efficacité des projets d’assistance électorale et la conformité de ces derniers à l’approche stratégique commune de l’UE et du PNUD.

La JTF, composée d’experts du PNUD et de l’UE, a été élargie en 2016 pour inclure des représentants du Service Européen de l’Action Extérieure (SEAE), de la Division de l’assistance électorale du Département des Affaires politiques de l’ONU, ainsi que les responsables des bureaux pays des deux organisations.

La JTF fournit un appui aux projets joints d’assistance électorale en cours via de nombreuses activités. Elle organise des formations au début de chaque projet, travaille à l’amélioration de la visibilité des projets grâce à des sites internet et la publication de rapports mensuels, fournit un appui aux pays dans la rédaction de rapports, et enfin facilite la coopération entre le personnel des deux organisations sur le terrain.

CONFERENCE ON REINFORCING THE CREDIBILITY AND ACCEPTANCE OF ELECTORAL PROCESSES: THE ROLE OF ELECTORAL STAKEHOLDERS AND ELECTION ADMINISTRATIONS

This publication is the Summary report of the discussion held at the conference titled ’Reinforcing the credibility and acceptance of electoral processes: The role of electoral stakeholders and electoral administrations’.

The aim of the conference was to expand discussion of electoral processes allowing for a more in-depth focus on the involvement and approach of the full range of stakeholders, including political parties and candidates, the media, domestic and international observers, civil society, electoral justice, other state institutions and the international community.
